Alongside the strengthening of entrepreneurship, supporting and promoting the adaptation of businesses and their employees to changes (economic, social) is also an important objective pursued through intangible investments for the development of skills and abilities of the businesses themselves, employers and the workers. At the present time, energy crisis, green transition, digital transition, Industry 4.0, etc., compose a mixture of changes that affect all businesses, while at the same time the number of jobs threatened by the difficulties of the time and the structural changes in the economy and the labor market.

In this context, the Ministry of National Economy and Finance took the initiative for the planning of the new Business Support Action concerning "Adaptation Plans for small and medium enterprises with a capacity of 20-50 EME" which will be implemented in all thirteen (13) Administrative Regions of the Country.

The Action concerns support for small and medium-sized enterprises with a capacity of 20-50 employees (Annual Work Units - EME) for the development and implementation of plans to adapt them to the requirements of modern organizational functioning and to develop the skills of their staff, with an emphasis on "green" management options, digital modernization , extroversion and supply chain management.

Action Budget: €30,000,000

Project budget

The subsidized budget of each project ranges from €25,000 to €130,000.

The subsidized budget of the business plan may not exceed the highest turnover achieved in one of the last three (or less if the business does not have three) management periods.

Eligible Businesses

Existing SMEs, which in the year 2023 had at least 20 EMEs of employment.

Basic Conditions of Participation

  • The investment should be implemented exclusively in one region
  • Have at least two (2) complete closed management years
  • Not be substantially active (Main CA or Largest Revenue CA) in one (1) ineligible CA of activity
  • To have at least twenty (20) Annual Work Units (EME) of dependent work in the year 2023
  • To operate legally.
  • Exclusively corporate/commercial businesses.
  • Application conditions of EU Regulation 2023/2831 (De Minimis) apply

Eligible Expenses

  1. Receiving consultant services (needs diagnosis, consulting services)
  2. Training expenses for the development of "soft" skills of employees
  3. Training costs (with simplified costs – application of unit costs EU reg.)
    1. Environmental management and "green" activity options
    2. Digital modernization
    3. Promotion of extroversion
    4. Supply chain management
    5. Technical skills of various specialties (depending on the field of business activity)
    6. Costs of Certification of learning outcomes (recognized certificates)
  4. Salary cost of newly hired employees (1 Annual Work Unit – EME)
  5. The costs of managing business plans are not reimbursed under the Action.

Submission and Evaluation of Funding Applications

Funding applications will be submitted electronically through the Integrated State Aid Management Information System (IPSKE) and the methodology that will be applied to evaluate the Action is Direct Evaluation.

The maximum duration of completion of the physical and financial object of the business plan cannot exceed twenty-four (24) months, from the date of issuance of the Incorporation Decision.

The deadline and method of submission, the required supporting documents, the obligations of the beneficiaries, the evaluation criteria of the applications, as well as the other implementation conditions will be described in the Detailed Call for the Action.
