ESPA: Open Trade Centers

Objective

To enhance and stimulate economic activity in commercial areas, especially in areas with significant cultural resources and tourist potential.

Budget

The maximum budget of the submitted proposals should not exceed € 1,900,000 and is broken down as:

  • maximum eligible Μunicipality budget up to € 1,500,000
  • Maximum eligible budget of the Chamber of Commerce / Chamber up to €400,000

From 29.06.2018 to 30.11.2018 at 23:59:00 (EEST)

Eligible Partnerships

A key prerequisite for participation in the action is cooperation between Local Government bodies and their respective Commercial Associations / Chambers.

In particular, the following schemes may be submitted:

  • Scenario 1: Municipality (Beneficiary) & Associate Trade Association (Co-owner) or conditional,
  • Scenario 2: Municipality (Beneficiary) & Household Chamber (Co-owner)

Terms of Participation

Each Scheme submits a single financing proposal for a single intervention area, provided that the five (5) conditions below are cumulatively met:

  1. The proposed intervention area should:
    1. Be located within the territorial limits of the competence of a Municipality (if it does not consist of municipal units) or Municipal Unity when the Municipality is divided into Municipal Units with a permanent population based on the ELSTAT 2011 inventory (Government Gazette 698 / 20.3.2014):
      1. for the mainland of more than 5 000 inhabitants
      2. for island regions with a population of over 2,500 inhabitants
    2. define within a structured area of ​​a total length of at least 400 meters, at least 200 meters of which is an existing or foreseen pedestrian or an existing mild street or a combination thereof.
    3. include cultural and / or natural resources
  2. The participation of undertakings must be cumulative:
    1. participation of at least 70% of established commercial enterprises in the intervention area; and
    2. the participation of at least 50 commercial enterprises in the intervention area.
  3. Signing and depositing Memorandum of Cooperation between the Municipality and the Commercial Association / Chamber.
  4. The Municipality (Beneficiary) should carry out mandatory actions in the category: "Upgrading Public Space" and at least in one of the categories: "Supply and Installation of Smart City Systems" and "Supply and Installation of Smart Sustainable Mobility Systems".
  5. The Chamber of Commerce / Chamber (Co-beneficiary) must carry out mandatory actions in the category: "Identifying a commercial area" and optionally in the category: "Promotion and promotion of the commercial area".

Note that

Exception applies for the Cities of Athens, Thessaloniki and Piraeus. The Scheme may submit up to two (2) maximum funding proposals for interventions in two (2) discrete intervention areas.

Eligible costs

  • Upgrading public space
  • Supply and installation of intelligent city systems
  • Supply and installation of intelligent sustainable mobility systems
  • Identify a commercial area
  • View and promote the shopping area
  • Expenditure for the preparation of the proposal up to 4% of the eligible municipality. Includes technical study costs, application preparation costs.
  • Expenditure for maturation studies of the relevant projects up to 5% of the Municipality's eligible Surveyor. Costs of final studies, application studies, special architectural studies are included.
  • Advisory services for the implementation of the act for the Municipality & Expenditure on staff remuneration for the Association.
  • Expenditure on the issuance of building permits: these include costs incurred by the Co-beneficiary for the issuance of small-scale licenses that may be required on behalf of the benefiting companies and may not exceed € 20,000.00.

Note that

The deadline for the eligibility of expenditure for the proposed operations is 31/12/2023. Completion of the proposed operations should be completed by that date.
